Preamble
Human ingenuity and technological innovation combined with the advancement in connected devices are changing how we live, work, play, and conduct business. Despite the many benefits derived from these modern technologies, most economies still face the challenge of adoption due to internal capabilities and unseen environmental factors leading to poor economic growth.
Communications and electronic systems have the potential to achieve lasting, positive impacts on economic prosperity, social inclusion, and environmental protection, leading to a new era of a sustainable digital economy. The International Conference on Communications and e-Systems for Economic Stability (CeSES 2023) will provide a premier interdisciplinary platform for researchers, practitioners, and educators to present and discuss the most recent innovations, trends, concerns, practical challenges encountered, and solutions adopted in the deployment of e-systems.
The conference will bring together students, academic researchers, business leaders, practitioners, and policymakers to deliberate and share their experiences and research results on all aspects of communications and electronic systems.
Scope and Topics
We welcome authors and speakers to be part of the 2023 International Conference on Communications and e-systems for Economic Stability (CeSES 2023) scheduled to hold from Monday, 7th to 10th of August 2023, in Bauchi, Nigeria.
Authors are encouraged to submit their research abstracts, papers, e-posters, research results, innovative projects, literature surveys, and industrial experiences that describe the critical strategy in developing the next-generation e-systems.

Anthony Wong

IFIP is the leading international organization in Information & Communications Technologies and Sciences recognized by the United Nations, a federation of IT Societies and organisations, including the British Computer Society (BCS)- The Chartered Institute for IT, Australian Computer Society (ACS), ACM (US), the Information Processing Society of Japan (IPSJ), Institute of Information Technology Professionals South Africa (IITPSA),and the Nigeria Computer Society (NCS) to name a few. The global reach of IFIP covers five continents with a total membership of over half a million with links to more than 4000 scientists from Academia and Industry.
Anthony is the Managing Director of AGW Legal & Advisory, a multidisciplinary legal and advisory practice advising in many areas of emergent 4th Industrial technologies including Big Data and Management, Artificial Intelligence (AI), Digital Transformation, Cybersecurity, Privacy and data protection, and Intellectual Property.
As a futurist, lawyer and technologist, he looks forward to share his ideas, knowledge, and creativity on the new technology trends and emerging regulatory challenges in the 4.0 Industrial Age.
Anthony served on the IT Industry Innovation Council for the Australian Government. He chaired the New South Wales Government ICT Advisory Panel, providing advice to the New South Wales ICT Board and served on the New South Wales Government Digital Transformation Taskforce in Sydney, Australia.
He has also held senior management positions in multinational corporations and government, including as CIO of the Australian Tourist Commission during the Sydney 2000 Olympics.
Anthony was awarded double Bachelor degrees in Computer Science and Law from Monash University, Master of Laws in Media, Communications and IT from University of New South Wales and a Master of Intellectual Property from UTS (University Technology Sydney), in Australia.
He is a regular commentator and presenter on topical technology and legal issues across the globe including, including on SkyNews, ABC, The Australian, and at various international forums, including the UN World Summit on Information Society (WSIS), the UN Commission on Science and Technology for Development (CSTD) in Geneva, the Internet Governance Forum (IGF) and at LAWASIA in Cambodia, Malaysia and Australia.

Born in Danbatta Local Government Council of Kano State, Prof. Danbatta obtained his BEng, MSc degrees from the Technical University of Wroclaw in Poland and his PhD from the University of Manchester Institute of Science and Technology (UMIST) UK respectively.
He has served as a lecturer in the Department of Electrical Engineering, Faculty of Technology of Bayero University Kano for 28 years, where he taught courses in telecommunications engineering and electronics and held academic positions of Dean of the Faculty and Head of Department at different times. His main administrative responsibilities, in the university, included Deputy and Acting Dean of Students’ Affairs, Administrator of the Works Department and later, Director of the Centre for Information Technology (CIT).
He was also a member of over 60 University committees and task forces, including numerous stints as Chairman. In administrative and other responsibilities outside the university, he has served on over 20 committees, prominent among which was his Chairmanship of the Implementation Committee of Kano State University of Science & Technology, after which he became its pioneer Deputy and Acting Vice-Chancellor when it took off in 2001.
Prof. Danbatta has supervised more than 60 PhD, MEng and BEng projects in diverse areas of telecommunications and has also served as external examiner to seven universities and polytechnics and is an assessor, technical reviewer and editorial member to eight research journals. He has to his credit more than 50 articles in journals, conference proceedings and technical reports. He is also the author of a six-chapter, 167-page book titled Elements of Static Engineering Electromagnetics.
He is a recipient of 18 distinguished awards and certificates of honour. Prof. Danbatta has served two terms of five years as a Member of Council for the Regulation of Engineering in Nigeria (COREN), and is also a COREN registered engineer and member of the Nigerian Society of Engineers (NSE).
He was the Vice President of the Digital Bridge Institute (DBI), International Centre for Advanced Communications Studies, which was established in the year 2004 by the Nigerian Communications Commission (NCC) to build capacity for the Nigerian/African telecom industry in the diverse areas of Information and Communication Technology (ICT). While at DBI he has developed expertise in the following major areas of ICT implementation, policy and regulation:
Regulation of the Telecommunications Sector of the Nigerian Economy; Competition, Interconnection and Price Regulations in a Developing Economy; Issues concerning Authorization of Telecommunications Services in a Developing Economy; Strategies for ensuring Universal Access and Service to Telecommunications Services; Strategies towards Effective Spectrum Management in a Developing Economy; Issues on Institutional and Legal Framework for Effective Regulation of Telecommunications Services; and New and Emerging Technologies and Impact on Regulation of the Telecommunications Sector of a Developing Economy.
Until his appointment as the EVC, Prof. Danbatta, who recently served as a member of the Implementation Committee of the Northwest University Kano, served as the Acting Vice-Chancellor of the Kano University of Science & Technology, Wudil.

Currently holding the esteemed position of Director of Information Technology (CIO) at the Central Bank of Nigeria (CBN), Rakiya is leading the pioneering effort in deploying Africa's inaugural Central Bank Digital Currency (CBDC) called the "eNaira," which was officially unveiled on October 25th, 2021. Throughout her remarkable career, she held the prominent roles of CIO three times, CISO four times, and Head of Strategy three times across various esteemed organizations. Her consistent demonstration of exemplary leadership, unwavering integrity, and exceptional professionalism truly sets her apart, embodying remarkable qualities.

Okeremi holds a Doctor of Business Administration degree from the Swiss Business School, Zurich, Switzerland having previously obtained a Master of Applied Business Research from the same institution. He also has a Bachelor of Science degree in Computer Science (With Economics) from the Obafemi Awolowo University and a Masters in Business Administration. He is an alumnus of the Wits Business School, Johannesburg South Africa and Harvard Business School, Boston, Massachusetts, USA where he completed the Owner President Management Program. He is also an alumnus of INSEAD Fontainebleau, France, where he completed the International Directors Program and obtained the Certificate in Corporate Governance.
Prior to PFS, he had a successful professional career at Inlaks Computers before he proceeded to Industrial Bank Limited (Merchant Bankers) as a Programmer/Analyst. He was the Chief Information Officer of Industrial Bank as at the time he left for Ventura Savings and Loans Limited as the Head, Systems and Logistics department. He held this position until 1994 when he co-founded PFS with Philip Ayeni, a Chartered Accountant.
As a leading icon in software development in Nigeria, Okeremi is a member of the Presidential Initiative for developing the software industry in Nigeria and has previously served on the board of the Nigeria Information Technology Development Agency (NITDA). He is a past President of the Institute of Software Practitioners of Nigeria (ISPON) having previously served as Second and First Vice President and Chairman Legal and Legislative Committee of the Institute.
As a technology startup advocate supporting the promotion and funding of indigenous entrepreneurs, twice, he served as the chairman of the Local Organizing Committee [LOC] for Demo Africa in 2014 and 2015. Demo Africa is an initiative of the United States Department of State and Lions@frica to promote innovation in the technology field globally and connecting startup companies with investors. In 2022, Dr. Yele Okeremi, won Best FinTech CEO, an Industry Leadership Award, for being an outstanding Fintech CEO that has impacted the industry in many ways through the establishment of PFS, which has led to the expansive growth of the Nigerian Fintech industry.
Dr. Okeremi has a passion for the development of intellectual capital of the black race and continues to advocate his position that irrespective of the conditions of the black man, the black man is by no means inferior in intelligence to anyone else in the world.

He is a member of several professional organizations both within and outside of Nigeria and has made significant contributions to the development of the country's ICT sector.
He presently serves as Vice President of the Association of Telecommunications Companies of Nigeria (ATCON) and as Chairman of the Nigeria IPv6 Council, a branch of the global IPv6 Forum.
Rudman served as the Executive President of the Nigerian Internet Registration Association (NiRA) from 2019 to 2023. NiRA is the administrator of the .ng ccTLD (country code Top Level Domain) on behalf of Nigeria.
He has served on a number of strategic and policy-making committees across the country. Rudman served on the Presidential Committee on the National Broadband Plan 2020-2025 and the Committee to Review National Cybersecurity Policy and Strategy 2021. He was recognized as one of the 100 Leading Telecom & ICT Personalities in Nigeria in 2018 by ATCON (Association of Telecommunications Companies of Nigeria).
