DR. R. TOMBARI SIBE, FNSE

Dr Robinson Tombari Sibe is a Cybersecurity/Digital Forensic expert, with over two decades of professional experience in Cybersecurity, Information Technology Consulting and Digital Transformation. He is the CEO and Lead Forensic Examiner of Digital Footprints Nig. Ltd, one of Nigeria's leading Digital Forensics and Cybersecurity company. He is a member of the Nigeria Computer Society and a Fellow of the Nigerian Society of Engineers.

Dr. Sibe is a globally respected cybersecurity leader. He is an Official Member of the Forbes Technology Council. He is also a Visiting Fellow of the University of South Wales, United Kingdom, where he contributes his expertise in Digital Forensics and Cybersecurity. He also serves as a Dissertation Chair (Cybersecurity) of Capitol Technology University, Maryland, USA.

He is a member of the Advisory Board of the PhD Information Technology Programme of the University of Cumberlands, USA. He also makes similar contributions to the Center for Cybersecurity and Forensic Education (C2SAFE), Illinois Institute of Technology, Chicago, USA. Dr. Sibe has a Ph.D Information Technology (Digital Forensic Specialty) and a Master of Science in Digital Forensics, both from the University of the Cumberlands, Kentucky, USA. He also has a Master of Engineering Degree in Electrical/Electronic Engineering (Telecommunication Specialty) from the University of Port Harcourt, Nigeria. He has a Bachelor of Technology degree in Computer Engineering from the Rivers State University, Nigeria. He is the Co-Author of the Book: Cybercrime, Digital Forensic Readiness, and Financial Crime Investigation in Nigeria, published by Springer in 2024. The Book launch was organized as a Cybersecurity Policy Dialogue attended by key stakeholders in Nigeria in October 2024.

Dr. Sibe is a leading voice and strong advocate for Cybersecurity in Nigeria. He is the Chairman of the Board of Cyber Skills Bridge, a not-for-profit organization focused on bridging the cyber sills gap in Nigeria and Africa. Recently, the organization completed a 3-month training and internship programme, free of charge, for 20 young cybersecurity practitioners and enthusiasts. He has also extended such pro bono training services to law enforcement agencies, judicial workers, etc. He is highly sought after, and regularly serves as keynote speaker and facilitator at several leading events both in Africa and the elsewhere. He also volunteers (pro bono) to teach and serve as Dissertation Supervisor for Masters and PhD students of Cybersecurity, at the National Open University of Nigeria. He also serves as a lecturer in Computer Engineering Department of the Rivers State University.

Dr Sibe has also consulted widely and facilitated several trainings in Nigeria and internationally, involving participants in sectors such as Government, Defense, Law Enforcement, Justice System, Finance, Energy, Higher Education, Oil and Gas, Telecommunication, Environment, etc. He serves as a Member of the Technical Board of Diplomates for Digital Forensics of the Chartered Institute of Forensic and Certified Fraud Investigators of Nigeria (CIFCFIN), a body set up by an Act of Parliament. He also serves as a member of the Board of the Africa ICT Alliance (AfICTA), a private sector led group in over 38 African countries. He has led several complex digital forensic investigations and cybersecurity projects.

He holds several top certifications in Forensics and Cybersecurity. He is certified by EC-Council as a Certified Chief Information Security Officer (CCISO). He is also a PECB Certified Chief Information Security Officer. He is a PECB Lead Forensic Examiner. He is also certified by the National White Collar Crime Center (NW3C), USA, as a Certified Cyber Crime Examiner (3CE) and a Certified Economic Crime Forensic Examiner (CECFE). He also holds other top industry certifications such as Cellebrite Certified Mobile Examiner (CCME), Cellebrite Certified Physical Analyst (CCPA), Cellebrite Certified Operator (CCO), Cellebrite Certified Mobile Fundamentals (CMFF), Mobile Device Investigator (MDI), and many others. He is a Member of the High Technology Crime Investigation Association (HTCIA), and a member of the Computer Technology Investigators Network (CTIN). He is also a PECB Certified Trainer.

He has presented lectures, papers or served in expert panel in several countries such as Nigeria, United States of America, England, South Africa, Wales, Ghana, etc. His articles have appeared in several portals and newspapers such as Forbes, Guardian Newspaper, Punch Newspaper, Business Day Newspaper, The Cable, Sahara Reporters, and many others. He has also served as expert contributor to several media stations such as BBC International (multiple times), Channels TV, Silver Bird TV, Several Radio Stations, International Podcasts, etc.

In 2023, Dr. Sibe won the Africa Community Development Award by the Africa ICT Alliance (present in over 38 countries in Africa). In 2023, he was also one of the final three nominees for the IT Personality of the Year Award by the Nigeria Computer Society. Also in 2023, he won the IT Personality of the year by the Nigeria Computer Society, Rivers State Branch.
